Lissa Carlson’s new house, at 1217 S. Sixth St., is the first to be constructed as part of the La Crosse Promise program, unveiled in 2013. The La Crosse Promise Board of Directors held a groundbreaking ceremony Wednesday to celebrate the new construction.
